Perm was founded in 1832 by Hugh Gallaugher and his Irish family, who settled at the crossroads of the 4th Line East and the 10th Sideroad. By 1887, the village had grown to a population of 55, supporting two schools (Upper and Lower Perm), a blacksmith shop, a general store, and a community church. Hugh Gallaugher donated $500 to build the Bethel Methodist Church in 1872 — and $100 annually toward its upkeep — cementing the family's role as the heart of the settlement. When the church was torn down in 1925, its very timbers were used to help build the new church in neighbouring Mansfield, a lasting physical bond between the two communities.
The Bethel Methodist Cemetery — established alongside the 1872 church — is the primary surviving landmark of the original village of Perm. It sits on the 10th Sideroad and offers one of the most breathtaking views in all of Mulmur: a sweeping panorama over the Boyne River valley. Early Irish settlers were drawn to the Boyne because it reminded them of the River Boyne back in Ireland.
